AQMD Governing Board Approves $12 Million inCarl Moyer Funding for Construction Equipment

Funding Available Now -- First Come, First Served

Qualifying projects will be funded on a first-come, first-served basis until all allocated funds (up to $12 million) are expended, or until the closing date (February 15, 2007), whichever comes first.

Grants received under this program will pay for some or all of the cost difference between re-powering an existing engine and purchase of a newer, cleaner engine.

There are strict deadlines for Completion and Invoicing. For payment to be made:

  • Equipment must be in operation no later than May 31, 2007, and
  • Invoices must be received no later than June 30, 2007.

Highlights of Carl Moyer Off-Road Construction Equipment Program

At its November 3, 2006 Board Meeting, the AQMD Governing Board approved allocation of up to $12 million for the Carl Moyer Cleaner Heavy-Duty Off-Road Construction Equipment Program. These funds will assist heavy-duty off-road construction equipment operators re-power equipment to Tier III or, where infeasible, Tier II equipment. Grants received under this program will pay for some or all of the cost difference between re-powering an existing engine and purchase of a newer, cleaner engine. To be eligible, the equipment must operate at least 75% of the time in the South Coast Air Basin.

Equipment must be qualified under the Compression Ignition Off-Road Equipment appendix, which is included as Attachment 1 of the Program Announcement. The application form is included as Attachment 2 of the Program Announcement. Retrofit technology that has been verified by the ARB for use on construction equipment may be required to be installed. For more information, see the Compression Ignition Off-Road Equipment appendix (Attachment 1 of the Program Announcement).

Applications will be accepted starting November 7, 2006 and ending February 15, 2007. Projects meeting all program requirements will be funded on a first-come, first-served basis. Due to the short time frame of this program, applications must include all required elements. Please ensure that all required elements are included in your application package. Incomplete applications will be set aside until applicants provide all required elements.

Award recipients must sign contracts to re-power equipment, and all equipment must be physically operating no later than May 31, 2007. All invoices must be received no later than June 30, 2007.
